The GREEN ANGEL Institute’s top management declares that the Product Certification Body shall restrict, suspend or revoke certification, should non-conformity with certification requirements be discovered. The above actions may be taken on the basis of a certification assessment, review or decision.
If the certification is finished (at the customer’s request), suspended, revoked or its scope becomes limited, the certification body shall take the steps listed in the applicable certification scheme.
Certification is restricted whenever a part of certified products have ceased to conform with the norms or other normative documents which formed the assessment basis.
Certificate suspension may occur when:
a) the certified product does not fulfil the certification requirements in part,
b) the principal does not perform his obligations resulting from contracts concluded with the Product Certification Body, from certification schemes or certification rules and procedures,
c) the principal decides to voluntarily and temporarily surrender the certificate,
d) the principal does not consent to conducting the necessary supervision,
e) the product may pose a hazard to the end user,
f) the principal does not discharge its financial obligations towards the Product Certification Body.
In case of certificate suspension, the Product Certification Body notifies the principal of the suspension period and the actions needed for the suspension to be lifted. Suspension is lifted in consequence of assessment, review or a decision made. The certificate suspension period must not exceed 6 months and counts towards the certificate validity period.
A certificate may be revoked when:
a) the principal grossly breaches the provisions of contracts concluded with the Product Certification Body, certification schemes or certification rules and procedures,
b) there have been nonconformities discovered during inspections of the technical and organisational conditions at the production site, review, market investigation or other activities, which are not being eliminated by the principal,
c) the certificate suspension period has exceeded 6 months,
d) the product no longer conforms with the type approved, and poses a hazard to the end user,
e) it has been discovered that the certificate and certification marks are used improperly,
f) the principal has not adjusted the product to amended certification requirements within 6 months of their entry into force,
g) the framework contract or certificate-specific contract have been terminated or have expired otherwise.
A certificate may be revoked when: the certified product no longer conforms with the type approved and/or poses a hazard to the immediate user or third persons; the reasons for certificate suspension and/ or product defects and nonconformities that are discovered during a recurrent review, inspection, market investigation, or in any other way, are not being eliminated by the principal in due time; certificate suspension has exceeded 6 months; the certificate and certification marks are found to be used improperly; and the principal does not observe the provisions of contracts with the certification body.
In case of certification suspension or revocation, the principal loses all right to reference the certification and use certification marks. This applies to all products placed on the market or put into operation after the principal as been notified of certificate suspension or revocation.
